Family Member of Woman Missing From Kensington Launches Petition for Expanded FBI Role in Horsch Investigation

PHILADELPHIA, PA, September 09, 2026 /24-7PressRelease/ — Jonathan Halloran-Koren, whose cousin Nicole Fusaro disappeared from Philadelphia’s Kensington neighborhood in 2018 and remains missing, has launched a petition calling for expanded FBI involvement in the investigation surrounding Raymond “R.C.” Horsch, Eugene Horsch and 417 W. Chew Avenue.

The petition, “Find Every Possible Victim: Expand FBI Involvement in the Horsch Investigation,” asks federal authorities to provide expanded investigative assistance, specialized resources, analytical support and coordination to help identify every possible victim and determine whether additional unresolved disappearances may be connected.

For Halloran-Koren, the case carries an intensely personal connection. Public reporting has documented that Raymond Horsch sought out vulnerable women in Kensington, including women struggling with addiction, and brought women to his Olney home for sexually explicit photographs and films, some depicting graphic violence.

Maribel “Bella” Fresses was also reported missing in 2018. Her family last heard from her while she was in Kensington. Philadelphia police announced in August that recovered images and video show Fresses alive inside the Horsch home and later appearing deceased. Her remains have not been recovered.

“I cannot say Nicole had any connection to Raymond Horsch, and I will not claim something the evidence does not support,” Halloran-Koren said. “But my cousin disappeared from Kensington in 2018. We now know Horsch sought vulnerable women there, and another woman missing from that same period is believed by police to have died inside his home. As a member of a missing woman’s family, I cannot look at those facts and simply assume every possible connection has already been found.”

The investigation has continued to expand. Police said they recovered more than 600,000 images, 70,000 videos and 10,000 pages of writings, manuscripts and drawings from the property. As of Aug. 12, investigators had reviewed only about 5% to 7% of the digital evidence.

On Aug. 28, The Philadelphia Inquirer reported that police had recovered additional video they believe shows Raymond Horsch strangling an unidentified woman. The newspaper reported that at least five missing women were then linked to the property.

Those developments have raised the possibility that investigators could be confronting a serial offender or additional victims not yet identified. The petition does not claim that authorities have confirmed a serial killer. It argues that the possibility itself warrants the fullest investigative resources available.

“This is not about taking the case away from Philadelphia police,” Halloran-Koren said. “The FBI is already assisting. I am asking that its involvement be expanded to match the extraordinary scale of what investigators are confronting. If there are unidentified women in this evidence or unresolved missing-person cases that could be connected, we need to make absolutely certain no one is overlooked.”

Halloran-Koren said the petition’s message is ultimately simple:
“Find every woman. Follow every credible connection. Give every family the best possible chance at an answer.”
